ASPCA pet insurance: review, prices and coverage in 2026

A nonprofit's name on a standard USFIC policy, and the only brand in our US panel that insures horses

My honest review of ASPCA Pet Health Insurance pet insurance

2.7 / 5 2.7

A reassuring name, an ordinary policy, and the slowest claims of the panel

I land at 2.7 out of 5. The contract deserves better: limits up to unlimited, no upper age limit, 24/7 telehealth, the panel's only horse program. Operations pull it down: claims announced within 30 days when Healthy Paws states two, Trustpilot rank of 15th out of 17, premiums reported doubling in two years without a claim. A halo does not reimburse a surgery: quote a fast-claims rival and compare renewal letters, not first-year prices.

The nonprofit lends its name; the policy underneath is a standard United States Fire form, and a claim can take 30 days to come back.

Should you trust the ASPCA name to insure your dog, your cat, or your horse? Before answering, know that the nonprofit does not run this insurance. It licenses its name to a Crum & Forster program that PTZ Insurance Agency produces and United States Fire Insurance Company underwrites, covering more than 600,000 pets. The contract itself is a build-your-own policy: annual limits from 2,500 dollars up to unlimited, reimbursement at 70, 80 or 90 percent, no upper age limit, and the only horse program in our US panel. I have read the 2025 policy wording line by line. The coverage is flexible and decent. The operations, slow claims and fast-climbing premiums, are where the debate lives.

Horses Dedicated program, limits of $3,000, $5,000 or $7,000

Waiting periods

Accidents 0 days
Illnesses 14 days

One divergence needs flagging. The 2025 policy wording I read sets no waiting period for accidents and 14 days for illnesses, while the public plan pages show 14 days for both. The state form on your declarations page is the document that prevails, so verify it before you count on day-one accident cover. The wellness add-ons, by contrast, start immediately.

What does ASPCA Pet Health Insurance not cover?

The exclusion list is the standard American one, and the 2025 policy wording holds no exotic traps. The pain points sit in how the exclusions are applied, not in how they are written.

ExclusionDetail
Pre-existing conditions Excluded (any issue noticed before the policy starts)
Preventive and general health maintenance Excluded from the base plan (add-ons cover a schedule of routine acts)
Elective and cosmetic procedures Excluded
Breeding and pregnancy Excluded
Behavioral problems Listed as excluded in the 2025 policy wording, despite the marketing pages

The pre-existing exclusion is where reviewers report the most friction: the documentation demands can get heavy. One reviewer was asked for two years of veterinary notes on a simple claim, the file closed after three days when the vet did not answer in time. Send complete records with your first claim and you remove that lever.

The second friction is the benefit schedule. Reimbursement applies to "allowed" amounts, not automatically to your invoice: one client reports a 177 dollar visit of which only 70 dollars were counted as eligible. On a 90 percent setting, that gap matters more than the headline rate. Ask how your vet's pricing maps to the schedule before signing.

ASPCA Pet Health Insurance prices and reimbursement in 2026

There is no rate card: every quote depends on species, breed, age, location and your settings. A Texas sample (250 dollar deductible, 5,000 dollar limit, 80 percent) prices a two-year-old dog at 39 dollars a month and a cat at 19 dollars, mid-market.

The trajectory is the problem, not the entry price. Reviewers with no claims report their payment doubling within two years, and a plus 40 percent step at the second renewal shows up in the complaint records. The 39 dollar dog quote can become an 80 dollar line before the pet turns four, without a single vet visit filed. Price that curve in before signing, not at renewal.

There is no direct payment to the veterinarian. You pay the clinic, submit through the app or the Member Center, and wait for reimbursement. The announced timeline, most claims within 30 days, is the slowest of the panel: Healthy Paws states two days on the same exercise. Reviewers report 10 to 14 days on simple files and several weeks on complex ones.

Reimbursement scenarios

Maple, Labrador mix, 3 years - cruciate ligament surgery

Maple tears a cruciate ligament. Surgery and imaging come to 4,000 dollars. Her owner runs the sample configuration: 5,000 dollar limit, 250 dollar deductible, 80 percent.

 • Eligible costs: 4,000 dollars, assuming the full bill fits the allowed schedule
 • After the 250 dollar deductible: 3,750 dollars at 80 % = 3,000 dollars back
 • Owner's share: 1,000 dollars, and the annual limit still has 2,000 dollars of headroom

Ollie, domestic shorthair, 2 years - urinary blockage emergency

Ollie blocks on a Sunday night and needs emergency treatment billed at 1,800 dollars. His owner picked the strongest settings: 90 percent, 100 dollar deductible, unlimited annual ceiling.

 • After the 100 dollar deductible: 1,700 dollars at 90 % = 1,530 dollars back
 • Owner's share: 270 dollars, once the reimbursement lands

Sage, Quarter Horse, 10 years - colic surgery

Sage needs colic surgery billed at 7,000 dollars. Her owner holds the horse program at its 5,000 dollar limit with a 250 dollar deductible and the 80 percent setting.

 • After the 250 dollar deductible: 6,750 dollars at 80 % = 5,400 dollars in theory
 • The annual limit caps the payout at 5,000 dollars
 • Owner's share: 2,000 dollars on this single episode

What do customers say about ASPCA Pet Health Insurance?

3.7 / 5

6,577 reviews · Trustpilot

See on Trustpilot →

On Trustpilot, the program holds 3.7 out of 5 across 6,577 reviews (snapshot of July 22, 2026), with 71 percent five-star ratings against 11 percent one-star. The praise is consistent: a Doberman's cancer covered without a fight, hydrotherapy accepted, claims judged fair. The company answers 92 percent of negative reviews within about a week.

The picture darkens off Trustpilot. Yelp sits around 2 out of 5 across 121 reviews, and the program has no Better Business Bureau page of its own: it is filed under the Crum & Forster and PTZ profile, rated A+ with 24 complaints over three years. One trap when you check for yourself: the nonprofit's own profile at aspca.org scores 1.6 and has nothing to do with the insurance.

My reading: the base is polarized. Owners who enrolled a young animal and hit a serious illness early are genuinely grateful. Owners who met the pre-existing clause, the allowed-amount schedule or the renewal letter are furious. The 15th place out of 17 in the category says the second group is winning the argument.

How to contact and cancel ASPCA Pet Health Insurance

ChannelDetails
Customer service address 1208 Massillon Rd, Akron, OH
Producer PTZ Insurance Agency, Scottsdale, AZ (Crum & Forster Pet Insurance Group)
Underwriter United States Fire Insurance Company or Independence American, depending on state
Brand licence ASPCA (nonprofit), licensed to the program since 2006
Enrollment Online, direct

The structure matters when something goes wrong: your regulator complaint targets the underwriter, not the nonprofit whose name is on the card. Keep the policy form number from your declarations page, it identifies the real contract.

SituationTerms
Online cancellation Not available, reviewers report phone-only with a scheduled callback
Cancellation terms Vary by state, check your policy form
Age-based termination None, coverage continues for the pet's life once active

A callback-only cancellation flow is a friction worth naming: one reviewer reports that even the customer service line could not close the contract directly. Put your request in writing, keep the date, and watch the following billing cycle.

Healthy Paws processes most claims in two days where this program announces 30, at the cost of excluded exam fees. Pumpkin holds the best customer reputation of the panel and includes exam fees in its base plan. Trupanion removes payout ceilings entirely and pays equipped clinics directly at checkout. None of the three insures horses: on that single point, this program stands alone.

Your questions about ASPCA Pet Health Insurance

Who actually runs ASPCA pet insurance?
Not the nonprofit. The ASPCA licenses its name to a program written since 1997 by Hartville, produced today by PTZ Insurance Agency for the Crum & Forster group, and underwritten by United States Fire Insurance Company or Independence American depending on your state. The policy form is the same one sold under Spot and other brands.
Does the ASPCA benefit from each policy?
Yes. Under the brand licence in place since 2006, a share of premiums is paid to the nonprofit. It is a real contribution to the organization's work, but it is a licensing arrangement, not an insurance operation run by the charity.
What are the waiting periods?
The 2025 policy wording I read sets no waiting period for accidents and 14 days for illnesses, while the public plan pages display 14 days for both. Your state form on the declarations page is the document that prevails, so check it before counting on day-one accident coverage. Wellness add-ons start immediately.
Does ASPCA pet insurance cover horses?
Yes, and it is the only brand in our US panel that does. The horse program offers annual limits of 3,000, 5,000 or 7,000 dollars with deductibles of 100, 250 or 500 dollars. Given equine surgery bills, the highest limit is the one worth quoting.
Is there an age limit for enrollment?
No upper limit for dogs and cats: enrollment opens at 8 weeks of age and never closes on age. That makes the program one of the few open doors for senior pets, keeping in mind that anything already diagnosed or showing symptoms remains excluded as pre-existing.
How long do claims take?
The official line is that most claims are handled within 30 days, the slowest stated timeline among the US brands we collected. Reviewers report 10 to 14 days on simple files and several weeks on complex ones. You pay the vet upfront and wait for the reimbursement.
Does the plan cover behavioral issues?
The marketing pages mention behavioral care under Complete Coverage, but the 2025 policy wording lists behavioral problems among the exclusions. State forms differ, so read the exclusions section of your own declarations documents before counting on that line.
Can I cancel online?
No. Reviewers report that cancellation cannot be done online and that even the customer service line schedules a callback rather than closing the contract directly. Put your request in writing, keep the date, and check that the next billing cycle stops.
